Referee Phil Gibbs, 50 yuears old, has been a Football League referee since 2008 after reffing five years in non-league football.
Ref Gibbs has not reffed a Fulham game before.
He last reffed a Blackburn game back in October 2012 when they won 1-0 in a Championship game at home to Sheffield Wednesday.
Last Season Ref Gibbs reffed 19 games dishing out 62 yellows, an average 3.3 cards a game, and 3 reds.
This season so far he has reffed 12 games showing his yellow card 31 times, a below average of 2.6 cards per game, and just 2 red.

Midfielder Matt Grimes could make his Blackburn debut in Tuesday's Sky Bet Championship home clash with Fulham.
Rovers on Monday were awaiting international clearance for Grimes to take part following his loan move from Swansea.
Hope Akpan (illness), Grant Hanley (shoulder) and Danny Graham (hamstring) will undergo late fitness tests.
Danny Guthrie (hamstring), Lee Williamson (calf), Jason Lowe (foot) and Nathan Delfouneso (knee) remain sidelined.

The 21-year-old limped out of the opening stages of Fulham's 3-1 league win over QPR at the weekend, and is now a doubt for the trip north.
After an injury-hit season last term, Fulham's coaches will hope the Denmark Under-21 star can quickly put his latest setback behind him.
Luke Garbutt slotted in as Fulham tweaked their formation in response to Christensen's injury against QPR, and he could be asked to step in again.
