Hugo Rodallega's 117th-minute goal gave Fulham a 5-4 win against League Two Burton Albion, while Everton needed a late Marouane Fellaini strike to defeat League One side Stevenage at Goodison Park.
Fulham have not progressed beyond the third round since 2004 and their failure to win at home since April does not bode well for their prospects on Tuesday night.
Everton are unbeaten this season but they have only once reached the League Cup fourth round in the last quarter of a century. That came in the 2007-08 season, when David Moyes' side advanced to the semi-finals before succumbing 3-1 on aggregate to Chelsea.
