Premiership chairmen will vote to change the way domestic transfer fees are paid between clubs this summer in an attempt to revive the flagging market.
The changes would allow clubs to buy players from Premiership rivals and pay for the signings over the length of their contracts, and not within 12 months, as is the case at present.
With money so tight, the majority of Premiership chairmen are likely to agree to the new proposals. Many clubs complained that the old rules stopped them doing business with their Premiership counterparts, forcing them abroad for their talent – a fact backed up by the influx of foreign players in the past few years.
The new rule will also mean that dozens of leading players should be on the move in the summer.
There is also a further move to allow players to move on loan from one Premiership side to another. The vote should get through as there are so many clubs feeling the pinch.
