The Slovenia international has had a fine season in front of goal in the Bundesliga and has been touted as a target for Roy Hodgson.
The Cottagers are making a surprise push for Europe after performing the great escape last term and Hodgson is believed to be assessing potential recruits.
However, Novakovic is in no rush to quit Cologne.
"I'm very happy here and I can see myself ending my career here," he declared.
Ipswich Town tried to sign the striker last year while Stuttgart and Schalke are also admirers of his talents.
"We will do everything to keep him at Cologne," warned coach Christoph Daum.
"Novakovic is our captain, best goalscorer and a real icon.
"He and Lukas Podolski would form a great partnership in attack."
