The deal for the striker is expected to be completed later this week.
United said in a statement: "Manchester United can confirm that they have reached agreement in principle with Fulham Football Club for the transfer of registration of Louis Saha, but this is subject to a number of conditions.
"Manchester United expects these conditions to be resolved within the next week and will make a further announcement on completion."
An announcement on Fulham's official website echoed the news.
Sir Alex Ferguson has been looking to bolster his striking options in an effort to take some responsibility from the back of prolific Dutch striker Ruud van Nistelrooy.
United had already had one bid for Saha turned down by Fulham and last week, and Cottagers boss Chris Coleman said he would not be bullied into selling the 25-year-old former Metz player.
But it now looks like the French forward, who has made no secret of his desire to join the Old Trafford outfit, will complete his move providing there are no unforeseen problems with his medical or personal terms.
