Fulham are leading Premiership rivals Southampton and Manchester City in a £1million chase for the Elland Road skipper.
The Cottagers have made an initial approach for Matteo, 30, and will follow up with a firm bid.
Matteo, a former Scottish international defender, moved to Elland Road in a £4.75m switch from Liverpool four years ago.

Dominic Matteo's calm defending and speed of thought saw him play a vital part in Liverpool's attacking play.
His versatility saw him fill numerous roles for the Reds, including midfield and central defensive spots, and, although he adjusted well to each, Liverpool coaches believed that his best spot would be at left-back.
A good range of passing and the skill and confidence to take opponents on led to his transfer to Leeds where he is club captain.
